Final figures
On 19 December 2022 the table was updated with final figures for 2021. Information on self-employed persons from 2020, the year prior to the reference year, was utilized in the previously published figures to improve the timeliness of the statistics. However, the mismatch in time of measurement, results in come uncertainty in the preliminary figures. For more information, please read the section «Frequency and timeliness» under «Administrative information» in «About the statistics».

The statistics was therefore updated with final figures when information on self-employed persons from the reference year 2021 became available. These included a small number of missing observations. However, it does not impact the interpretation of the published figures. For more information, please read the section «Comparability over time and space» under «Production» in «About the statistics».

Additionally, a new extraction of active participants in the introduction programme was used in the 2020 and 2021 figures. The data source was the National Introduction Register (NIR) owned by the Directorate of Integration and Diversity (IMDi). For more information, please read the section «Comparability over time and space» under «Production» in «About the statistics».

Both the 2020 and 2021 figures were also updated with new information on registered unemployed persons from the Norwegian Labour and Welfare Administration (Nav). This is due to improvements made after Nav received a large number of applications regarding temporary lay-offs and unemployment benefits during the COVID-19 pandemic.
Priority labour force status
For persons enrolled in multiple activities/benefits simultaneously, their status is prioritized in the following order (top to bottom): employed, registered unemployed, participant in labor market measures, in ordinary education, recipient of work assessment allowance, recipient of disability benefits, recipient of contractual early retirement pension, recipient of retirement pension, other (for example social assistance or unknown status). This priority means, for example, that a person who is both in regular education and receiving disability benefits is considered as in regular education in the statistics. The category ¿Other¿ on level 2 includes for example recipients of cash-for-care benefits, single mother/father benefit and social assistance, and persons with unknown status.

¿Not in employment, education or training¿ on level 4 includes the following labour force statuses on level 2: ¿Registered unemployed persons¿, ¿Recipients of work assessment allowance/disability benefits¿, ¿Recipients of retirement pension¿ and ¿Other¿. The acronym ¿NEET¿ is often used to describe young persons aged 15-29 years.

By using level 2 of priority labour force status, the tables 12423 and 12424 can also be used to find figures for persons not in employment, education or training on country level. These tables can be grouped by sex, age, level of education and immigration category.
Region determined by the address in the National Population Register
The address in the National Population Register is used to determine regional belonging on municipality and county level. Some of the youngest in the age group 15 to 29 years may still be registered with their guardians, even though they have moved away form home. This can especially be the case for those moving away to study, since it is voluntary for students to change their address in the National Population Register.

Upper secondary education includes intermediate level courses based on completed upper secondary level, but which are not accredited as tertiary education.
