Development of business register software

Statistics Norway (SN), in cooperation with the National Statistical Committee of the Kyrgyz Republic (NSC), welcomes you to the tender notification 16/952, for the development of a software application for a generic statistical business register.

SN is currently seeking reputable software developers who can build the technical solution for a statistical business register according to the requirement specification attached to the tender announcement.

Please note the response deadline for this tender is 24. August 2016 at 23:59 CET. It will not be possible to submit bids after this deadline.

It is expected that the company/developers are fluent in English and that all bidding documents are written in English.

About the assignment

Statistics Norway frequently gets requests from partner organizations to assist in building Statistical Business Registers. And as international guidelines and recommendations exist, we have decided to build a Generic Statistical Business Register that can be implemented in various countries. The requirement specification builds on UNECE’s Guidelines on Statistical Business Registers.

Even though the subject matter area of SBRs is well known and a requirement specification has been written in detail, it is still SN’s wish to use agile development methodology (SCRUM or Kanban or a variant of these). The day-to-day discussion partner will be the National Statistical Committee of Kyrgyzstan, but tools must be set up so that SN can be an active partner, also more documentation than what is common in agile development is required, for instance minutes from meetings and updates of requirement specification as needed.
